Development of an AI Competence Profile from the Perspective of Civic Education
Artificial Intelligence is rapidly changing society and everyday life – but what does this mean for democratic processes and civic education? This pilot study was conducted between 2024 and 2025 to investigate the specific skills that young citizens need in order to move safely, critically and responsibly in a world increasingly shaped by AI.
The study follows on from the previous study on digital citizenship education, in which we identified the use of AI as a separate dimension of within digital competence. The UNESCO framework for AI literacy, which specifically includes social and political aspects, served as the basis. A comparison with established models of civic education and two systematic reviews of AI in civic education and critical AI literacy made it possible to identify specific areas in need of expansion.
Based on the analysis, the authors developed practical recommendations that are aimed at evaluators, actors from politics and administration, funding bodies and researchers.

The study is an important building block in the PrEval network and is taken up and discussed in various PrEval publications.
