Needs-based Evaluation in Security-relevant Collaborative Contexts. A Concept for an Evaluation Design

How can cooperation between security authorities and civil society actors be systematically recorded and improved? A PrEval pilot study conducted between 2022 and 2024 addressed this question. The aim was to develop a research design that highlights the quality characteristics of such cooperation and provides guidance for better collaboration.

This study documents the development of this research design, which involved representatives from public authorities and civil society. Based on a role-playing game developed specifically for this purpose, practice-oriented indicators and recommendations were derived to support actors from security authorities, civil society organizations, and evaluation practice in evaluating and further developing complex collaborations in the future.



About the Author

Juliane Kanitz, Dr., is the Research Director at the Institute for Practice Development in Prevention (i-unito). With a doctorate in Islamic Studies and Ethnology, she has been conducting research in the fields of extremism prevention, evaluation, and social work for over ten years. Her work focuses on developing models for preventive measures and analyzing cooperation between civil society and security authorities. As part of PrEval, she works on evaluation designs for complex cooperation contexts.
