Needs-based Evaluation in Security-relevant Collaborative Contexts. A Concept for an Evaluation Design

How can cooperation between security authorities and civil society actors be systematically recorded and improved? A PrEval pilot study addressed this question in the period from 2022 to 2024 with the aim of developing a research design that makes the quality characteristics of such cooperation visible and provides indications for better cooperation.

Three specific cooperation contexts from different federal states were actively involved in the development. To kick things off, representatives from public authorities and civil society came together in a role-playing game specially developed for this occasion. The aim of the chosen approach was to enable a change of perspective and thus make central topics, role perceptions and possible areas of tension visible. On this basis, practice-oriented indicators and recommendations were developed to support actors from security authorities, civil society organizations and evaluation practice in the targeted evaluation and further development of complex cooperation in the future.

Publications

The study is an important building block in the PrEval network and is taken up and discussed in various PrEval publications such as the PrEval Monitor 2024.
